A review is only as strong as its evidence boundary.

PANEL is a structured research aid. It does not audit code, guarantee legitimacy, predict returns, or replace professional diligence.

Retrieve

Fetch the submitted public page and at most three directly linked, high-signal pages. Each response is size- and time-bounded; blocked or unreadable pages remain unverified.

Review separately

Technical, product, and risk passes see the same source snapshots. Page content is evidence, never an instruction to the reviewers.

Classify every finding

Claimed means the project says it. Observed means the retrieved snapshot directly supports it. Not tested means PANEL did not validate it.

Synthesize

A final pass weighs the specialist reviews, records material disagreement, lists uncertainty, and gives a verdict with confidence.

What we test

  • Public-page availability and readable content
  • Specificity and consistency of published claims
  • Visible product, technical, pricing, and risk disclosures
  • Agreement and disagreement across reviewer passes

What we do not test

  • Private systems, credentials, wallets, or source code
  • Production uptime beyond the retrieved snapshots
  • Smart-contract safety or legal compliance
  • Whether an investment will gain or lose value

Prompt-injection boundary

Retrieved pages cannot tell PANEL to run commands, disclose secrets, contact private services, alter scores, or treat their own instructions as evidence. Only the application controls the review workflow.
